Usually, in the second half of May, almost all yachts in Moscow and Moscow region are already on the water. But this season, the virus has confused all the cards. Many yachtsmen do not fully understand whether it is possible to come and prepare a boat at a yacht club? Is it possible to dump and go out to the water? Will fines be imposed, and if so, which ones?
To clarify the situation, we turned to the Ministry of Emergencies under the authority of the State Inspectorate for Small Vessels (GIMS). The Emergencies Ministry press service answered evasively, without going into details: “The procedure for restricting the movement of citizens during the spread of a new coronavirus infection is determined by legal acts approved by the Government of the Russian Federation and state authorities of the constituent entities of the Russian Federation. Departure on a vehicle, including a small boat, during the period of restrictions aimed at preventing the spread of a new coronavirus infection, may be carried out exclusively in accordance with the requirements of the current legislation of the Russian Federation and constituent entities of the Russian Federation. ”
Thus, yachtsmen whose boats are based in the Moscow Region are invited to focus on the decisions of the Governor of the Moscow Region A. Vorobyov (No. 108-PG from 03/12/2020, as well as the more current resolution No. 229-PG from 05/11/2020). According to these documents, the regime of self-isolation for citizens is extended until May 31 and in the near future access to water is officially banned. Similar restrictions apply in Moscow.
The amount of fines for violation of decisions may be as follows – 15,000 rubles. for hours. 2 tbsp. 6.3 Administrative Code or 1000-3000 rubles. for hours. 1 Article 20.6.1 Administrative Code.
Recall that the government wanted to remove the previous restrictions on May 18. It was after this date that it was planned to allow the GIMS departments to work with the population, and the clubs hoped that it would be possible to begin a massive dumping of boats. However, concessions to the regime have not been introduced. GIMS MO confirmed to us that examinations, exchange of rights or registration actions with boats are now impossible and will begin only after May 31.
In this situation, some yacht clubs near Moscow, such as Spartak, Neptune or Hals, meet yachtsmen and allow the preparation and dumping of boats into the water, but moving away from the parking lot is also prohibited. Others, following the government, are moving the discharge dates closer to the end of the month.
The same situation with sports schools. Everyone is waiting. Some boats are already on the water, but conducting classes is still prohibited.
Despite this, lonely sails can be seen more and more often in the open spaces of the Klyazmen reservoir. Yachtsmen yearned for water violate all requirements. These are mainly those who are not attached to any club, such as kiters or sailing dinghies. At their own peril and risk, they go to the water. At the same time, the police and police officers conduct demonstration raids shown on TV and are fined for violating the self-isolation regime, but lately it has become more difficult to keep people.
