ELECTION DAY
or it never happened, and here again
In St. Petersburg last Saturday, the SPPS conference was held, which extended for two years the powers of the Presidium and the President. And on Tuesday, the opposition leader withdrew from the election for this post.
The uprising of the "Decembrists" failed.
Characteristically, the conference was held in violation of the law, since the court vetoed any further election-related actions for several weeks. The extension of powers, and for a period of two years, undoubtedly falls into the category of elections, since it is legitimized by the participants of the meeting, who themselves demonstrated the mandates on Instagram.
All this was reminiscent of club racing, where no one knows the rules, and if he does, he neglects them. The regatta, which the commander usually wins, and not only because he has the newest and most well-groomed boat and the best yachtsmen in the team, but also because the local competition judge does not even wait for direct instructions on determining the winner, but simply guesses the desire of the leadership in advance … And then the winner is generously affixed to the banquet and all insults are dragged out in the atmosphere of this pseudo-friendship and sea fraternity, in a word, somehow it all worked out with a sweet heart.
Let me remind you that it all started innocently: from refusing to allow certain representatives of the city’s sailing public to the December SPPS Presidium, who were rightly outraged because the ban violated the elementary rights of members of a public organization. The skirmish on the Internet and the fears of a large number of St. Petersburg yachtsmen that decisions that violate their other rights, besides accompanied by rumors of certain commercial interests of the SPPS beneficiaries, might be dragged behind closed doors, provoked a spontaneous reaction in the form of the nomination of an alternative candidate for the presidency.
Here the jokes are over. The parties to the conflict, which went public, began to recruit supporters. Of course, with mutual violations. Those in power refused to register neophytes, and the opposition could not get lists of members of the SPPS in any way, suspecting that there were enough random people there (although lists lacking personal data are, of course, absolutely open information). And then one of the supporters of the new wave sued. The reaction was swift and the court banned the holding of the SPPS conference until fair elections were held.
A bucket of cold water worked, the candidates met and worked out a memorandum on the principles for holding elections. But the defending power side literally a day later abandoned its obligations and headed for a violent solution to the issue. The situation has stalled again.
YACHT Russia, covering the outbreak of the conflict, appealed to the Presidium of the All-Union Central Federal Assembly with a proposal to create a conciliation commission. The reaction was not so unexpected, but cynical: the bosses did not come down to an answer or comment, and the Federation website began to drive a video glorifying the current president of the SPPS, and then information was completely posted that the conference would be held "in any weather." Of course, it would be ridiculous if it weren’t so sad: the leadership of the All-Union Central Federal Assembly of Labor once again showed that he didn’t care about public opinion, that he had neither the desire nor the resources to react to acute situations in the regions (just remember how long the conflicts in the Volga region dragged on , Krasnodar Territory …), and the position fits in one disgusting formula "the bosses are always right!".
But the conflict showed something new: having exhausted the possibilities of the pre-trial peace process, having lost hope that they would hear it, one of the parties did not hesitate to file a lawsuit. And although sailing is the only one in which the court (and what is the protest committee not a court of sorts?) Is a tool for determining the racing result, SPPS captains were offended by such a turn in clarifying the relationship.
Like, not in a kiddy way. – Yes, not in terms. Which, unfortunately, the management only works to break through decisions at all costs. This was the case at the 2016 All-Russian Federation Special Economic Conference, as was the case with the appointment of the head coach of the Russian national team and in many other cases.
And everything would be fine if voluntary decisions benefited the development of sports, if some Danko, Lee Kuan Yew or Steven Jobs from the sail, who had secret knowledge and a huge resource for moving forward, were at the head. This is not true.
It is the celibacy of decision-making, favoritism, distrust of public opinion and unwillingness to listen to it, the fear of engaging community leaders who ridicule to contradict the bosses, lies at the basis of the stagnation and decline in the authority of the All-Russian Supreme Council of Trade Unions. Neglect of real challenges makes sailors look for ways to solve their problems outside the Federation. (It is no secret, for example, that SPPS has a very indirect relation to most of the real achievements of Petersburg yachtsmen). By this way, by the way, the failed St. Petersburg candidate is going to go. Although it reserves the right to defend the interests of yachtsmen and within the organization – a monopolist.
