Since May 22, in the Leningrad Region, the ban on access to water for small vessels was lifted. We contacted the governor’s administration, where they confirmed that navigation was open on all reservoirs in the region. There are no restrictions.
Also, navigation is officially open in Karelia (White Sea and Lake Onega). But, according to the head of the press service of the head of the republic, people arriving on the territory of the Republic of Kazakhstan (including ports and harbors) are required to either carry a two-day (no later!) Prescription document about the absence of the virus, or make a two-week self-isolation. Officially, the work of organizations carrying out activities in the field of sports, recreation and entertainment (OKVED code 93) or physical fitness (OKVED code 96.04) has been suspended. The head of the press service found it difficult to answer the question whether yacht clubs and the parking of small boats fall under this restriction.
At the same time, on May 1, a ban on any excursion or tourist trips by water was introduced on the territory of the Republic of Karelia. So far, there is no confirmation of its withdrawal. The main governing document – Decree 127-P – has been changed 18 times since its release on March 27. The last time was May 25, before that, May 23. No one can answer the question of whether access to the sea on personal or club small boats falls under this ban. However, many restrictions were imposed only on certain areas – for example, on the territory of the Chupinsky urban settlement (and, accordingly, in the Chupinsky Yacht Club) there are no restrictions on the entry of small boats into the sea.

In Kaliningrad, according to local yachtsmen, the situation is not quite clear. Officially, in no resolution of the governor small vessels (and the ban on their access to the sea) are not mentioned. Therefore, practically all interested yachtsmen go to sea, but they do it “unofficially”, and most importantly, they do not advertise this fact widely on social networks or elsewhere. Yacht clubs in the region are operating normally. None of the “sailing persons” turned to the governor with an official request either – acting on the principle of “do not be dashing, while it is quiet”. Unofficially, according to our information, the governor was asked about permission to go to sea by fishermen on small boats. The answer was this: you can leave, but only one person in the boat. At the same time, the epidemiological situation in Kaliningrad continues to deteriorate.
As for other countries of the Baltic region, the situation remains uncertain. For example, in response to a request from the organizers of the Around the Baltic sailing trip planned for this summer, the consuls of Denmark and Sweden officially replied that until September 1 there was no sense in planning specific activities related to crossing the borders of their countries on sailing yachts.
Poland opens its internal borders to EU citizens following any transport from June 18 – this decision was made on May 18. But at the same time, according to our information, the question of opening the external borders of Poland (including for Russian citizens) is currently not even discussed at the official level. Most likely (this is already unofficial information), one does not have to expect the opening of the external borders of the European Union to citizens of other countries before mid-summer.
