How is it in Bermuda?
In Bermuda, the annual World Sailing conference has started, in which more than four hundred delegates from 68 countries participate.
The official website of the VFPS published the reports of three Russian representatives in the committees and subcommittees of World Sailing. We considered it necessary to reprint these reports.
Yana Dobzhitskaya – on the work of the sub-committee of the match races of the sports program committee:
On October 28, the Firemont South Hepton Hotel (Bermuda) hosted a meeting of the WS sport program committee match-race subcommittee chaired by Elizabeth Beilis (USA), which discussed the results of the subcommittee's work over the past year and the work plan for the next.
The main attention was paid to the competitions that are held under the auspices of the match racing subcommittee. This is the world championship in match racing for women, the world championship in match racing (juniors and juniors – under 23 years old), the world championship in match racing for visually impaired athletes, the Nations Cup and the World Tour for match racing.
The Subcommittee praised the organization and holding of the world championship in match racing, which took place on August 11-17, 2019 in Yekaterinburg on the basis of the KOMATEK Provincial Yacht Club. The competition was attended by 12 crews from 12 countries: Australia, Czech Republic, Denmark, France, Great Britain, Italy, Japan, New Zealand, Poland, Russia, Sweden and the USA. The winner was the Australian team. The next world championship in this discipline will be held from February 25 to March 1, 2020 in Auckland (New Zealand).
In the near future, a campaign will begin to accept applications for the World Cup for Women and the World Championship among juniors (under 23 years old) in 2021, 2022 and 2023, as well as the World Cup among visually impaired athletes and the Nations Cup in 2021.
During 2019, the working groups for the youth match flight (leader M. Rollich) and for the rating of match races (leader J. Dobrzycka) jointly prepared a proposal to amend the WS Rules (submission), which will create a youth rating for match races. This rating will be an extract from the open rating and will consist of juniors who have not reached the age of 23 years. The purpose of creating this rating: to facilitate the participation of youth crews in high-level competitions and the acquisition of new knowledge and experience in match races, create a platform for the promotion of young athletes, increase the number of high-ranking youth competitions in match races. The Subcommittee unanimously supported this proposal. It will then be reviewed by the Sports Program Committee and submitted to the WS Council.
The reports of the working groups were also heard:
– rating and grading of match races;
– by appointment of judges for the competition (EAWP);
– women's match flight;
– according to the rules of match racing;
– on the development of youthful match flight;
– on organization and flight management in match races.
Tatyana Ermakova – on the work of the subcommittee of judges of racing committees and organizers of competitions:
– The meeting of the subcommittee of judges of racing committees and the organizers of the competition was held on October 27. It was attended by members of the subcommittee, vice president of WS Anna Sanchez (Spain), experts on working with judges WS Megan Griffs and Maddy Dunn, observers.
The purpose of the subcommittee and the main directions of its activities until 2020:
– Training of judges, especially in countries where there are not enough judges of a high-level racing committee;
– Attracting young judges, especially women, to work in the Civil Code;
– The use of modern technology for better work when setting the distance, at starts and finishes, as well as for tracking yachts at the start;
– Collaboration with the Olympic Committee subcommittee, the sports program committee to develop new formats for the World Cups and the Olympic Games;
– Continuation of preparations for the 2020 Games in Tokyo: the training of judges of the Civil Code, the preparation and testing of equipment, the development of guidelines, etc.
The meeting began with a closed session, at which the documents of the Civil Code judges were considered, applying for the title of international judges of the Civil Code WS for the first time and confirming the international category. The list of judges who have met all the requirements has been prepared and sent to the committee of judges for approval.
A list of clinics instructors and seminars on flight management for 2020 was approved, and a decision was made to appoint a working group to review materials for the training and education of judges.
During the report of the working group on the development and training of judges, it was noted that due to a reduction in the budget of WS, the number of clinics and seminars of the International Sailing Federation was reduced. So in 2019, only two clinics and two seminars on the work of judges of the Civil Code were held at the expense of WS, while previously 4-5 of each event were held annually. This year, Japan, as the host country of the upcoming Olympic Games, had the advantage of "waiting in line" for the right to host a seminar and clinic. In 2019, Russia was refused a seminar on flight management, which was planned in June in St. Petersburg, due to a lack of funds.
The question was again raised about the IOC requirement to ensure gender equality not only among athletes participating in the Olympic Games, but also among judges. The goal of WS is to get as close as possible to the 50% to 50% ratio of the 2024 Olympics. In this regard, active work is underway to attract women to work in the boards of judges.
The chairman of the subcommittee on flight management, Thomas Duggan (USA), spoke about the successful use of tablets at the WS World Cups to record race starts. The use of the iPad was the most effective of all previously tested assistive technology. The advantage is that all records become available instantly. With false starts, judges can enlarge the image in one motion, for example, to make out the number on the sail of the “guilty” yacht. It also allowed to reduce the number of requirements to correct the result in connection with violations at the start. The referee of the Civil Code simply allows riders and their coaches who doubt their violation to watch the start record, which usually shows clearly where and at what moment the yacht was located. Also, as a bonus, this interaction subsequently causes athletes more confidence in the judges.
The issues of preparation for work in Tokyo 2020 were actively discussed.
There are certain difficulties in setting several distances in the water area of Enoshima. This is due to the great depths in the area of future race distances, a large number of fishing nets, the inability to set the distance close to the shore due to the surf, etc.
Despite all these difficulties, the specialists of the subcommittee, who trained personnel in Enoshima and worked there at several competitions, highly appreciate the level of Japanese judges. Despite the fact that when setting signs at a depth of 100 meters, for example, the anchor sinks to the bottom in 1.5 minutes, and it takes much more time to raise it, the installation judges only need a few minutes to quickly and very accurately rearrange the entire distance .
During the pre-Olympic regatta of 2019 in Enoshima, the system of work of the Chairman of the Civil Code and a small team of judges on the shore in the cockpit was tested, where information from trackers is broadcast live. Thus, the chief judge working on the shore can simultaneously observe the work and assist the senior judges at once from several distances. By the way, it was noted that the quality of work of tracking systems, their accuracy increases markedly, while the cost decreases. Judges of the Civil Code see a great future in the use of trackers in refereeing, and not just for lighting high-level regattas. The upcoming change in the rules of sailing races in the definitions of “start” and “finish” for the hull will also help in the use of trackers in the future for determining false starts and resolving disputed finishes.
It will also be useful for judges of racing committees to learn about some important changes in the governing document for the refereeing of Olympic classes “GK Work Policy”.
Now the following recommendations are spelled out:
– give any start on an even minute (for example, exactly 11: 53.00);
– the minimum wind force for racing – 5 knots (there were 4);
– the finish line between the blue flag on the judiciary on one side and the sign on the other (no more orange flags at the finish);
– described hand signals for athletes who need help;
– it is recommended to use flag V on the main refereeing vessel, when in stormy weather the help of all official vessels is needed to ensure the safety of athletes;
– under the conditions for planing, start the boards at halfway;
– imposition of a separate column in the results of standard punishments;
– the use of the Black flag + E flag for a harsher penalty at the start to avoid numerous attempts to send the fleet to the race (especially with several fleets at the same distance).
Anastasia Chernova – on the work of the youth competition subcommittee:
– This year the meeting was attended by: five members of the subcommittee from the United States, Britain, Canada, Australia and Russia. There are nine members in the committee, of which only two have real experience in participating in World Sailing championships.
Agenda items: 2022 Youth Olympic Games, World Sailing World Championships, developing countries participation program, youth competition strategy.
World Championships Sailing
At the beginning of the meeting, the report of the WS technical delegate on the World Championship held in 2019 was heard. The organization was highly praised. This year a lot of new things were introduced at the competition and worked successfully: an electronic information board for participants; measuring committee, which was especially important in the RS: X class, since the participants were on their equipment; no deposits for equipment were collected from the teams, but the deposit payment system worked clearly until the first race of the next day in case of damage, there were no failures and all teams strictly followed the requirements of the Competition Regulations; the first time there was not a single complaint about teams or athletes from the hotel and the host organization.
The organizers of the championships 2020 (in Brazil) and 2021 (in the Netherlands) gave a brief information about their readiness for the upcoming competitions. Preparation is going on as normal; facilities are tested by national teams of these countries in domestic competitions.
For 2022 and 2023, the contracts have not yet been signed. For 2022 there is only one application from Australia (Victoria) and most likely it will be accepted, and for 2023 the competition will be open in the near future.
Youth Competition System Development Strategy
The most important topics: what do we want in 5-8 years, how do we combine the tasks of the WS World Championship (development of preparatory classes for the Olympic classes) and the Youth Olympic Games (a platform for innovation) and build these two main youth competitions in a single system.
It is important to evaluate this competition from the point of view of participating countries and host countries. There is a tendency to the interest of the participating countries, since the competition is the most prestigious in the age range up to 19 years, but at the same time there is an extremely low interest of the organizing countries, as in recent years one application has been received for each year.
Until May 2020, the subcommittee will outline the steps and actions to build a working structure that will increase interest in the competition from both sides. The World Championship WS should take a leading place in the youth competition system.
Youth Olympic Games-2022
These will be the third Youth Olympic Games, and the first at which the IOC gives the international federation the right to determine disciplines, formats and classes. At the same time, the IOC would like to see windsurfing and kiteboarding in the program, and WS insists on adding a single-handed sailing boat.
To date, the exact dates of the competition are not known, it will be held in October-November in Dakar (Senegal). Sailing will be based on the beach, which complicates the participation of disciplines on two yachts, as participants should easily leave the beach with any wave. Also, the IOC and WS will focus on the interests of African countries, where priority is given to individuals.
World Sailing wants to combine the Olympic program and the youth program in a single whole mechanism. There was a very long discussion on the main goals of the competition, coordinating the program of the Youth Olympic Games and the Olympic Games, and disciplines.
As a result, the subcommittee developed the following proposals:
If the IOC allocates more than 120 quotas and 6 medals for sailing, the program will be as follows: windsurfing, kiteboarding, single-handed sailing dinghy (all men and women);
If the IOC allocates more than 120 quotas and 5 medals for sailing, the program will be as follows: windsurfing and single-handed sailing dinghy (all men and women), kiteboarding mixed (as in the adult program of the Olympic Games);
If the IOC allocates less than 120 quotas for sailing, the subcommittee will return to discussing the program.
It is important to know that the final program of the JOI should be in the IOC by the end of 2019, and only after that there will be a discussion of the formats and equipment that should be approved in May 2020.
The same Anastasia Chernova – on the work of the commission of trainers.
The meeting of the Commission of trainers is closed. This Commission is an advisory body for the leadership of the international federation and makes recommendations on the issues under discussion.
Agenda items: the pre-Olympic regatta held in Enoshima, the new World Sailing competition strategy, the 2024 Olympic Games and the 2022 Youth Olympic Games, the 2022 integrated world championship, the Regulation on the regulation of coaching boats, registration of coaches, etc.
Olympic Games 2020
Less than a year is left before the Olympic Games in Tokyo, and there are so many unresolved problems that three years will not be enough.
Here are some of the main ones:
Equipment:
Equipment for RS: X. There is a risk that participants will have to bring their equipment, whereas previously it was always provided by the organizers. The main reason is that WS does not have a contract with the manufacturer RS: X, and he, in turn, is not ready to “throw away” 200,000 euros to produce equipment that the international federation may not include in the program of the Olympic Games-2024, and which is impossible will further implement. And the manufacturer can be understood.
Equipment Nakra. Each year, new manufactured equipment changes in quality, weight, etc. There is no strict measurement of individual parts. For example, new masts are heavier than old ones, and there is a battle in the secondary market for the search for old masts – they are sold more expensive than new ones. It may be worthwhile to identify numbers that can be used, as done with fins on RS: X.
Recommendations of the Commission of Trainers to the Board:
As soon as possible, but no later than April 2020, prepare equipment specifications for the Olympic Games. All class rules must be approved by World Sailing. It is necessary to tighten equipment control (measurement at the Olympic Games), now insufficient attention is paid to this. Our task is to remove the "gray zone", the criteria for the equipment should be as clear as possible and clearly defined.
Territory, safety and medicine:
The organizers of the Games 2020 do not yet have a clear plan for ensuring security in the event of a typhoon.
The radio system is working poorly, there is a language barrier.
Medical aid worked out poorly, as was evident from the situations at the test event (pre-Olympic regatta).
Poor conditions for participants (showers, toilets, relaxation areas, etc.)
Recommendations of the Commission of Trainers to the Board:
It is important to conduct two test events in the Olympic cycle, otherwise the organizers have less than a year to resolve all problems.
It is necessary to give clear instructions to the organizers what and how to improve.
We need a clear action plan in the event of a typhoon: increase measurement time, ensure safety and inform.
Technical delegates gave 50 recommendations to the organizers, 20 of which relate to the racing part, 30 to the general organization.
Then a large report of the Medical Commission was heard, which will be sent to all national federations. The main problem is hot conditions and possible consequences for athletes, as this can greatly affect the results.
Recommendations of the Commission of Trainers to the Board:
Cooling vests can be used before and after races, but not during races. This applies to any type of cooling vest.
Awnings or umbrellas can be used on boats, but they must be securely fixed. On the shore at the boat parking site it will also be possible to put awnings, but only on strictly designated territory for the country, and the size of the awning is each one determines for himself.
It is important, whatever the safety recommendations from the medical board are, it is a sport, and decisions on races should be made by the head judge based on the quality and fairness of the races.
The current issues of preparation of the facility were discussed. The commission of trainers gave recommendations on nutrition, logistics, basing on the territory of the club, coaching equipment, limiting the number of boats from the country, etc.
World Cup 2022
The championship will be held in the first or second week of August. Площадка полностью готова. В 2021 году на ней пройдет первенство мира WS, а с июля по сентябрь 2021 года – соревнования и клиники для всех олимпийских классов.
Комиссии были показаны квоты по допуску, которые подготовил отдел мероприятий WS, в целом они всех устроили. Ожидается 890 лодок и 1280 спортсменов. Система отбора еще не определена.
Рекомендации Комиссии тренеров Исполкому:
Сделать программу по участию тим-лидеров стран в первенстве мира-2021 для ознакомления, дополнительно к уже определенным квотам.
Стратегия соревнований 2021-2028
Была представлена презентация обновленной стратегии на 2021-2028 годы. Основная ее идея, уйти от этапного Кубка мира из-за его несостоятельности (дорого, перегружен календарь и т.п.). Оставить только одну регату Кубка – финал, куда будет допущено по рейтингу большее количество участников – 50-70 в классе.
Новая структура календаря и рейтинга предлагается на такой основе:
Ключевые соревнования – Олимпийские игры, чемпионаты мира, Кубок мира, тест-ивент (предолимпийская регата).
Континентальные соревнования – чемпионаты континентов, классические европейские комплексные соревнования (Пальма, Йер, Киль) и соревнования других континентов.

Первенство мира World Sailing и Юношеские Олимпийские игры
Спортивный директор WS и Анастасия Чернова проинформировали комиссию тренеров, о прошедшем накануне заседании подкомитета юношеских соревнований и о принятых решениях.
В целом решения подкомитета были поддержаны Комиссией тренеров. При этом все выразили пожелание, чтобы Анастасия Чернова информировала комиссию о дальнейших обсуждениях и решениях по Юношеским Олимпийским играм.
