AT THE BEGINNING OF GLORIOUS DEEDS
During the reign of Tsar of all Russia, and by the end of his life of the Emperor of Russia Peter I Romanov was published about 4000 sovereign decrees. It happened on the day Peter and I had signed them up to a dozen, and many cherthala personally from the first to the last row. However date 12 APR 1718 is only one decree, as the importance of the paper was special.
Was the name of the document: “About the content distributed to the inhabitants of sailing and rowing vessels in good condition and clean, building in place thereof in the same pattern of leaving all of these courts on this signal for learning navigation and the observation of the Commissioner for proper boat maintenance by private inhabitants”.
Long… Must be why the decree is usually defined in short – “on Hereditary Nevsky FLOT”, or even easier – “on the Neva fleet”. From this day began the history of Russian sailing.
***
A pioneer of many cases was Peter king, already recognized by his contemporaries the Great. But amusements do not forget all the other preferring “exercises on the water” that was emphasized by foreign envoys in their reports. And because the right should tell you about the love of Peter I to the sails and the yacht, which in the end was the creation of the Neva flotilla.
In 40-ies of the XVII century from England a gift of Tsar Alexei Mikhailovich was taken the ship’s boat “Saint Nicholas”. The gift, however, was called to the court and were deposited close relative of the Emperor, Nikita Ivanovich Romanov. Boat hid in the barn boyar patrimony, in the village of Izmailovo. Him there many years later, at the end of may 1688, and found restless young Tsar Peter Alekseevich. And as you have discovered, so… That’s how the story of this historian Alexey Tikhomirov: “And as found, opened his eyes, stamped his foot in goatskin boot booted, Yes barked not a child: “I Want! Where Timmerman?” Called The Timmerman…”
To the knowledge Peter was greedy, taught him the basics of astronomy, fortification and ballistics Dutchman Franz Timmerman, in the past the Navy. Timmerman boat inspected, praised “the English” as, and declared that “this ship” from time to time cracked, but to be restored.
In 1693 Peter first saw the sea. White… In Arkhangelsk, he went on Board the yacht “Saint Peter”, built in Kholmogory Dutch masters Bass and Jansen. This was the yacht was first raised by the Russian ship the Shtandart, now preserved in the Central naval Museum in St. Petersburg.
On this boat, had the additional parts on Board, one mast and arms of the 12 three-pound guns, the young king accompanied the ships leaving from Arkhangelsk Dutch and English merchants. In may, 1694, the Emperor sailed to the Solovetsky Islands, and then again acted as a “bodyguard” when the merchant caravan came with him to the Cape of Svyatoy nos, the ocean.
In March 1697, Moscow left the Great Embassy, which under the name of foreman “volentered” Peter Mikhailov was listed as Peter I. In August the Embassy arrived in the Dutch city Saardam, in the harbour which was crowded with yachts. It was a small dhows that during the military actions were used as messengers and intelligence, civil their purpose was different – they just swam, walked, have walked along the coast, although in the open sea yachts feel confident. One of these yachts in 1660, the Dutch gave the English king Charles II, and now the autocrat of the distant Muscovy wished to purchase similar.
Just four days after the arrival of Peter 426 guilders bought dressy and frisky Buer (a distinctive feature of the Dutch ice boats of those times was slanting sails, and large additional parts on the sides; to call the iceboat only “yachts on skates” were later). This Buer was during the stay of Peter in Holland to be his “personal” yacht, and so it happened – the king-the steering have made it a short sea crossings, and twice visited Amsterdam. Noticing the interest of Muscovites to the sails and yachts, the Dutch made them for the amusement of a few races, and then on 1 September 1697 on the river ij and is given representation – an exhibition of small ships.
During his fateful European “voyage” Peter I twice met with the king of England and stadholder of Holland, William III of Orange, who, after these meetings, we have decided to give him his 84-foot two-masted yacht, The Royal Transport. On 11 January 1698 Peter the great arrived in London, where he was handed over this valuable gift. Consequently, The Royal Transport on water, the king was satisfied. In April to escort British ships, he went to the coast of Holland. From there, a boat ferried in Arkhangelsk. In August 1702, Peter I went on it in the White sea.
However, we had to start to build on their land, and in 1702 at the Voronezh shipyard the Dutch Choose Greencom was launched on the yacht “Saint Catherine”. After her at the same shipyard according to the drawings, composed of a ship’s master Peter Mikhailov, that is by Peter, was built yacht “Liebe”. A few years later in the Baltic sea there is another “Saint Catherine”, but “England” manufacturing, and in 1706 the stocks of the Main Admiralty slid into the water the yacht “Hope”.
It was the first, sometimes awkward, timid steps. It was time to make a new step with more confidence. Circumstances required.

Entertainment, entertainment… this is not refusing, Tsar Peter had a purpose and a different scope, state, great goal. The hole is the “window to Europe”, he introduced the first land Russia in a number of Maritime powers. That’s just where the sailors take?
And again, a word from the historian Alexei Tikhomirov: “it was Not the Russians-Rus neither historical memory nor the crown skills to seamanship, except that coast-dwellers from beneath Arkhangelsk, so they number of small. And if you don’t push it yeah don’t kick the king’s boot, then how many generations it will take before we diluted the blood of the subjects of sea water, and scalp the wind cleared, when will the Russians go to sea in, and not as a place of a skull when you see those same citizens of the new capital that is being built on the marshy banks of the Neva, the laudable habit of voyages on the sailing ships large and small not only for business but also for pleasure”.
Not Peter could wait. Time was precious, and not in the plant was the Emperor to convince and to persuade.
Other Peter is not spared, but not spared, knowing that it’s fair – king sample to take.
– Like priest, like parish, he used to say. – Everyone looks at the head, so that his hunting to follow, and what a head hunter, before all hunters.
And when personal example is not acting, allowed Peter to move “boots”. But its not right. At first, as in many of his endeavors, Peter relied on foreigners: shill, paid, listened. To add you should to the future Russian skippers, the establishment of the school of mathematics and navigation. The problem is somewhat removed, and still people on the decks is not enough, and the people still perceived either as a burden, or as pandering to the eccentricities of a harsh ruler.
It was necessary to take action. And Peter was forbidden to build the bridge across the river. General city bridges as such, although the circulars on this account he was given. Because this is ill-timed and even harmful! And not only because the bridges would take place on the Neva ships. With this in the same Holland have learned to cope: one flight of stairs lifting to do or on the pontoons in the direction to take. No, not the only reason. St. Petersburg “of all ranks” have to swim from shore to shore on berakah, Botica, yachts, the same habit of producing itself, which is to love one step. And to sailing! To paddle only as a last resort, and whoever disobeys in the wind row will, to a fine. The duty to “fiscality” and fines to distribute the decree of 3 July 1710, was imputed to the special Commissioner in the person of the steward of Ivan Stepanovich Potemkin.
The strictness of laws in Russia, as you know, is softened by not having their performance. And when Peter was, although it was the end for disobedient sometimes more badly than I could on the rack to hang. So the decree went wrong. And the fines are not frightened. And excuses were: that was the wind there, done that, for “this matter of flying.” As a result, in 1715, was issued a new decree according to which the concerns of the Potemkin was preporucili thirty “transportation” of sailing ships (they were mostly built in Kazan glider) and no other courts, in addition to these, cross the river was not allowed.
It will be small… it is Clear that immediately appeared as intercessors, sprashivala for themselves a special relationship, the permission to have a personal court, they themselves will build, but the skill is not. A lot of these words were fair, and his new commandment Peter I in 1716 founded the Civil shipyard for the construction of “transportation” and other vessels, as well as for the supervision of those who dare to build their own. Intendant of the shipyard was the Potemkin.
The case of a new shipyard was neither good nor bad, what the Executive and intendant reported to the king. Peter then did something nobody expected, but which in fact, was quite in the spirit of the reformer. In 1718, he announced the creation of “for the amusement of the people, chiefly for the best learning and the arts” Hereditary Nevsky fleet.

By the Treasury, and left it at 125 thousand rubles, the sum in those days giant, has built more than 100 vessels. All in all, the fleet consisted of 141 vessel, of which 24 belonged to Peter I.
These vessels were transferred to the higher dignitaries, bishops, admirals, doctors-foreigners, the governing Senate, the Synod, the Nevsky convent, the foreign Board… Passed for free in eternal and hereditary possession with the overriding requirement that “the owners, repaired and re-done at his own expense, and would build as much or more”. To supervise the fleet had Potemkin – where do without him? and soon Ivan Stepanovich began secretly to dignify Nevsky Admiral, as well as Hereditary fleet became known in common parlance the Neva flotilla.
12 APR 1718 was published a decree entered in the action manual developed under the leadership of the king, and approved by the Admiralty Board. This instruction (in fact, the Charter) has defined the responsibilities of persons who received court.
The fifth paragraph it reads: “Should the owner of the vessel at all Sunday to a specified hour to arrive to the appointed Commissioner of place. Bude the wind contrary, the first day after the resurrection, in which the wind will be convenient, at the right time to move in… And if not all the compass you know, you need the Commissioner in six flags to raise… And when to leave, except for certain days, then the same sign to inflict, Yes, one shot out of a cannon from the city to do. Then once every one to go to appointed place and be the Commissioner or, in weaning him, whom he ordered, and then go to the specified location as many hours: in may – at 3.5 in June – 4, July – 3.5, August – 3, September – 2.5, October 2, tacking a gybing for training… When the Commissioner of the flag on his mast down, then go home. This aksentii free hosts to be or not to be every time, but not more than two times in a month not to be, unless for some legitimate reason – and to send, to have someone, children or relatives, and who is not – people, under the penalty: for the first time – 3 roubles, for the second time – 6 rubles, the third – 9”.
Care of Peter on Nevsky fleet was such that in the special instructions he had painted all the details. How to care for the courts, “from impurity” protecting them as fluff case and the details of the different Harbison (fir gray) and bacon, how to keep the rigging in good condition…
And in General: “On those ships, nothing heavy, namely, bricks, wood, lime and other things, from which he can become unclean, does not carry, keeping them free from dirt and impurities because they deteriorate more than that of water. Also to keep the ship under the roof, so as not IOC and tore up his the sun”.
